This video had been recorded onto a videotape (presumably the type C), meaning you technically can't get any more quality than this quasi-HD (let-alone 4k). Video hasn't been interpolated from 29.97(30)fps, this is the genuine framerate people used to watch this video in before the rise of computers and messy interlaced to progressive conversions. If any YouTube clip claims to have this in 4k, don't fall for it, it's probably just some lousy ML work.

I've deinterlaced the video using a way better algorithm, removed rainbowing artefact (noticeable on accordion keys https://imgur.com/a/fxUBgZ7 ) and tweaked some colour settings
